ВСЕ СИЛЫ НА ЗАЩИТУ ГОРОДА ЛЕНИНА!

Out of curiosity, what does it mean?

According to Babelfish, it's:

ALL FORCES TO THE PROTECTION OF LENIN CITY!

And of course, by "Lenin City", they mean Leningrad. I'm guessing that poster's WWII, when the Nazis were besieging the City Presently Known as St. Petersburg for the 800 day stretch?
