Can anyone tell me what горзаказ means? It's not in any dictionary, and even if I assume it's a composite of городской and заказ it still doesn't make much sense in context!

Your assumption is correct. Горзаказ means city contract. Similarly, госзаказ = государственный заказ means state contract.
