I would say РАЗДЕЛ КНИГ НА РУССКОМ ЯЗЫКЕ НАЧИНАЕТСЯ С ДРУГОЙ СТОРОНЫ ЛЕСТНИЦЫ
(русскоязычный is someone who speaks Russian, therefore you cannot say русскоязычный раздел)
